Yes, yes. Much like most immigrants throughout our history. Those deemed refugees get resettlement aid. Legal immigrants by and large, must prove financial sufficiency prior to being allowed in.
Illegals are s-o-l as far as assistance. No cash assistance, no foodstamps, no medicaid ( except some catastrophic services), no federal housing assistance. Yet they survive and pay taxes.
I'm not saying immigration is not a problem and should be dealt with. But a number one crisis in the US ?? not even close.
