Yes , it was despicable. But the USDA welfare bill itself was almost equally despicable. It maintained the Obama "stimulus era" foodstamp level, guaranteed corporate farmers an income and encourages Trump's foolhardy trade war.

Yemen and the Trump/Saudi butchers needs it's own thread.
