 No, you can't ignore it. But you can't add things that are not in it either.

As you said, the Constitution does not mandate how states chooses their electors. Nor does it say that legislatures ( or applicable body) can circumvent state law.

Each State shall appoint, in such Manner as the Legislature thereof may direct, 

States cannot change that constitutional requirement without a US constitutional amendment.

The Constitution does not mandate that state legislators must dream up the method based on whims and fancies. The Constitution does not mandate that state legislators circumvent state law.

The legislature makes the state laws regarding elections. It is the governors and election boards, etc. breaking those laws.

Yes, yes. finally !. 

And they also make laws as to how electors are chosen. Good so far ?

And they also make laws as to the criteria is to what an elector must consider. Still with me ?

And in most states, The LEGISLATURE makes laws (signed by guv) that the election results in that state is a consideration used when appointing electors.

As far as breaking laws. It is an issue, but that has been been litigated to hell to back.

Find me one legislature that made a law for mail-in ballots. It was all the idea of election boards, SoS and governors.
